This paper reports the first outcomes of a research program “Environment and Sustainable Development in the Caribbean space” co-funded by the European Union, the Région Martinique and the Université des Antilles et de la Guyane under the European Union operational programme 2007-2013. Since the middle of the last century, the Caribbean countries, regardless of their great diversity and political fragmentation, are faced with the recurring problem of development. Having explored different paths, they are looking now for new development models. This challenge which becomes obsessive over the decades, is now a major concern: indeed, the Caribbean territories are per se vulnerable and highly exposed to natural risks due to climate change. In addition, this relates to areas where tensions between exploitation and conservation of a rich biodiversity are particularly strong. Based on the promotion of tourism and services as part of an “open regionalism” at the intersection of global and local scales of public action, the current development strategies give rise to a dual approach with, however, rather mixed results: on the one hand, a discursive use of sustainable development, apprehended through its environmental dimension, evidences a new way of looking at the region and a change in the way the region sees itself; on the other hand, a political use of sustainable development through cross-cutting policies, is hindered by the complexity of structures, the multiple levels of action and regulation, and the difficult appropriation of public-policy organization by local communities and people.
Cet article rend compte des premiers résultats d’un programme de recherche « Environnement et développement durable dans l’espace caraïbe » cofinancé par l’Union européenne, la région Martinique et l’Université des Antilles et de la Guyane dans le cadre des programmes opérationnels européens 2007-2013. Il montre que les territoires de la Caraïbe, après avoir exploré plusieurs voies en matière de développement, privilégient désormais des stratégies axées sur le tourisme et les services. S’inscrivant dans un « régionalisme ouvert » au croisement des échelles globale et locale d’intervention en matière d’action publique, ces stratégies débouchent sur une double démarche aux résultats contrastés : d’un côté, une mise en discours du développement durable, appréhendé notamment à travers sa dimension environnementale, témoigne d’un changement de regard sur la région et de celle-ci sur elle-même ; de l’autre, une mise en politique du développement durable à travers des dispositifs à caractère transversal, se heurte à la complexité des structures, à la multiplicité des échelles d’intervention et de régulation ainsi qu’à la difficile appropriation desdits dispositifs par les populations locales.

In the past the Caribbean was restricted to offering elitist tourist activities, but over the last three decades it has to a large extent opened its doors to international tourism. The advent of mass tourism has been accompanied by a redistribution of the tourism functions and flows within the region. The significant growth in tourism, although essential to the economies of the Caribbean islands, has given rise to a number of issues, the first being the necessity to examine the multiplier effect from tourism revenue within these externally-dependent economies. Next there is both the question of access to resources and the closing of tourist sites in a context where local communities are focusing on coastlines to develop their own numerous tourism and recreational activities. These developments will inevitably require us to consider environmental issues and the sustainability of today’s predominant tourism activities.
Longtemps limité à des pratiques touristiques élitistes, l’espace caribéen s’est largement ouvert au tourisme international au cours des trois dernières décennies. L’avènement du tourisme de masse s’est accompagné d’une redistribution des flux et de fonctions touristiques dans cette région. Les enjeux, qui accompagnent l’importance croissante du fait touristique, essentiel pour les économies des îles caribéennes, sont de plusieurs ordres : tout d’abord, il convient de s’interroger sur les effets d’entraînement des revenus du tourisme dans le cadre de ces économies extraverties. Se pose également la question de l’accès aux ressources et de la fermeture des lieux touristiques, dans un contexte où les sociétés locales développent aussi leurs propres pratiques touristiques et récréatives ; autant d’usages qui se polarisent sur des ressources littorales et doivent nous interpeller sur les enjeux environnementaux et la durabilité des pratiques touristiques qui prévalent aujourd’hui.

Résumé : Existen condiciones de competencia internacional que han afectado negativamente el comportamiento del flujo turístico norteamericano al Caribe Mexicano, ello ha puesto en evidencia la vulnerabilidad del modelo tradicional basado en la oferta de “sol y playa”, que se ha agrava en la cuenca del Caribe porque todos los destinos de ella compiten con el mismo modelo. Por dicha razón es necesario replantear nuevas formas de sustentar el desarrollo del turismo, a partir de descentralizar políticas, funciones y gestión administrativa de los tres niveles de gobierno, para buscar con ello, sinergias de fortalecimiento regional, que permitan potenciar la diversificación de oportunidades de desarrollo con nuevos atractivos y ofertas generadas desde los mercados locales. Con esta estrategia será posible ganar la sostenibilidad de la economía regional y estatal a corto y mediano plazo y, con ello consolidar el desarrollo de una sustentabilidad plena en el largo plazo.
La concurrence internationale sur le marché touristique a des effets négatifs sur le comportement des flux touristiques américains sur les rivages caribéens du Mexique. La massification des flux a mis en évidence les limites du modèle traditionnel basé sur l'offre « soleil et plage » commune à l’ensemble de l’espace caribéen. Pour cette raison, il est nécessaire de repenser de nouvelles façons de soutenir le développement du tourisme, de la décentralisation des fonctions politiques et administratives des trois paliers de gouvernement, et de chercher à renforcer les synergies régionales pour renforcer les possibilités de diversification du développement autour de nouvelles attractions et offres provenant des marchés locaux.Cette stratégie permettra de promouvoir la durabilité de l'économie régionale et d'État et de consolider un projet de développement viable à long terme.
The competition on the international tourism market has negative effects on the behavior of American’ tourist flows on the Caribbean coast of Mexico. The mass flows has highlighted the limitations of traditional model based on the offer "sun and beach" common throughout the Caribbean area. For this reason, we need to rethink new ways to support development tourism, the decentralization of political and administrative functions of the three levels of government, and seek to strengthen regional synergies to enhance diversification opportunities around the development of new attractions and offers from local markets.This strategy will promote the sustainability of the regional economy and state and consolidate a sustainable development project in the long term.

Résumé : L’algue est une ressource marine peu étudiée par la géographie ; elle offre pourtant des potentialités de développement économique. Les macro-algues cultivées à des fins alimentaires sont une alternative à la pêche. Les micro-algues constituent une biomasse valorisable : molécule pharmaceutique, Oméga 3 et biocarburants. De ces différents usages naît la question suivante : les algues sont-elles une ressource marine à exploiter pour développer durablement les territoires de la zone intertropicale ? Nous présenterons tout d’abord l’algoculture à l’échelle mondiale en soulignant le faible poids de cette activité dans le bassin caribéen. Puis nous montrerons que l’algoculture s’inscrit dans un processus de développement durable en assurant un revenu à des communautés rurales (Petites Antilles). Enfin, dans une approche comparative (États-Unis), nous verrons que l’espace caribéen est une région de projets et d’aménagements durables qui a des atouts pour développer l’algoculture : exposition solaire, hautes températures, proximité de la recherche américaine.
Algae as sea resource have not been largely explored in Geography, yet it offers the potential for economic development. Macro-algae are cultivated for food purposes and they can substitute for fishing. Micro-algae can be valued as biomass: “nutraceutics”, Omega 3, biofuel. These various utilizations raise a question: are algae a key to a sustainable development in intertropical islands? We shall present Algaculture on a global scale, while emphasizing its low importance in the Caribbean. Then we shall show how algaculture can be part of a process of sustainable development by providing revenue to rural communities (Lesser Antilles). Finally, in a comparative approach (with the US), we shall see that the Caribbean Region has a number of assets for algaculture that make it suitable for sustainable projects and infrastructures: solar exposure, high temperatures, close to the US research centers.

Résumé : This paper develops a comparative overview of the development of Fish Aggregating Devices (or fads) by the tropical purse seine fisheries in various ocean areas (Atlantic, Indian, Western and Eastern Pacific Oceans). First, a comparative review of fishery statistics is developed. Recent catches on fads by purse seiners can be estimated at a level of one million tons yearly. This comparison allows to describe the fishing zones and catch trends over time, the species composition and size taken in the various fad fisheries. Skipjack tuna is the dominant species in most fad fisheries, but significant amounts of yellowfin and bigeye are also frequently taken under fads. The paper also presents an overview of various observer data concerning the by-catches of the various fisheries using fads. This comparison allows to estimate the total worldwide yearly by-catches at about 100,000 t, and their species composition in each ocean. The fad technology used in the various oceans by purse seiners is described. The recent use of fads by purse seiners has introduced major uncertainties in most stock assessments, because analyses are hampered by changes in the fishing effort in a fad fishery, by changes in fishing zones and in sizes caught. As a last point, the management of fads presently done or in view by the various tuna bodies are introduced. It appears that the present massive use of fads worldwide is perhaps an unsafe fishing mode, which could produce serious overfishing of many stocks. There is then a consensus that the use of fads needs to be controlled and limited to sustainable biological levels.

Résumé : La mer des Caraïbes abrite une diversité de biotopes littoraux qui favorisent l’installation de trois écosystèmes - les récifs coralliens, les mangroves et les herbiers – riches et complexes. On y trouve également d’autres formations uniques tels les stromatolithes ou les trous bleus. Des conditions climatiques et océanographiques homogènes permettent à l’ensemble du bassin Caraïbe de constituer une unité sur les plans floristique et faunistique. Cette unité n’exclut pas une diversité biologique exceptionnelle avec notamment des espèces endémiques à la zone ; ce qui confère aux côtes des pays caribéens un intérêt écologique, paysager et scientifique certain. La reconnaissance sur le plan international et régional de l’importance de la Mer des Caraïbes mais aussi de sa fragilité a permis au milieu marin caribéen d’acquérir son statut de patrimoine naturel.En plus des services écosystémiques qu’elle rend (ressources halieutiques, protection des littoraux…), la Mer des Caraïbes constitue un atout indéniable dans le cadre du développement touristique de la zone aussi bien par le balnéaire que, plus récemment, par l’écotourisme. Ce dernier s’appuie généralement sur des aires marines protégées et doit permettre un développement durable des îles.A partir d’une étude de cas, le parc marin de Saba, l’objectif de cette étude est d’analyser les rapports entre patrimoine naturel marin et l’écotourisme, ainsi que les impacts économiques, sociaux et environnementaux de la mise en valeur de ces ressources.
The Caribbean Sea is home to a diversity of coastal habitats that support the installation of three rich and complex ecosystems - coral reefs, mangroves and seagrasses -. There are also other unique formations such as stromatolites or blue holes. Oceanographic and climatic conditions allow homogeneous throughout the Caribbean basin to form a unit in terms of flora and fauna. This unit does not exclude an exceptional biological diversity, including species endemic to the area, which give the coasts of the Caribbean countries an ecological, landscape and some science. Recognition on the international and regional importance of the Caribbean Sea but also its fragile marine environment has allowed the Caribbean to gain its status as a natural heritage.In addition to the ecosystem services it render (fisheries, coastal protection ...), the Caribbean Sea is a definite asset in the development of tourism in the area by the seaside as well as, more recently, ecotourism. The latter is generally based on marine protected areas and should facilitate the sustainable development of islands.From a case study, the Saba Marine Park, the objective of this study is to analyze the relationship between natural heritage and marine ecotourism, as well as economic, social and environmental development of these resources.

Résumé : El turismo náutico se concibe como un segmento estratégico para el desarrollo turístico de España y sus destinos costeros. En Canarias existe una apuesta pública por la especialización del Archipiélago y su reposicionamiento como destino líder europeo de escala en el Atlántico, por las múltiples cualidades naturales que posee la región para el deporte náutico, y su posición geográfica estratégica en el cruce desde Europa hacia el Caribe. Así, se viene planteando una renovación y desarrollo del sector de la náutica de recreo y el turismo de yates, con estrategias enfocadas a la diversificación y el crecimiento. Los altos costes sociales y medioambientales asociados a este tipo de desarrollo justifican la necesidad de una mayor atención académica, que permita comprender las particularidades y complejidades de la actividad y este mercado turístico. En la misma medida en que esta actividad es vista como un factor de riesgo para el medioambiente, la comunidad local y la franja litoral, también son crecientes las preocupaciones y sensibilidad por parte de los turistas hacia estos fenómenos. Dada la carencia de investigaciones en el área, este estudio se propone identificar los determinantes de la satisfacción de los navegantes europeos con los puertos de escala de Canarias. Como resultado de encuestar a 185 navegantes europeos durante su escala en seis puertos deportivos del archipiélago en 2014 y 2015, y la validación de un sistema de ecuaciones estructurales, se ha podido demostrar, entre otros aspectos, que existe una predilección en el mercado de navegantes europeos por presenciar esfuerzos y políticas de gestión ambiental sostenible en las marinas, siendo éste un factor determinante de su satisfacción. Los hallazgos permiten elaborar una serie de recomendaciones a gestores y operadores turísticos del sector, en aras de contribuir al diseño de estrategias que garanticen un desarrollo más sostenible y razonable de la actividad, basados en el efecto positivo que producen estas estrategias en la demanda, y el potencial valor de diferenciación turística que otorga, en el entorno competitivo del sector.
The nautical activiity has great potential for the socio-economic development of tourism. In Spain, the sector is a priority concern, especially for the Canary Islands, which show a clear commitment to specialise and reposition the destination as a top quality nautical destination on a European level. These aspects, together with the prior experience and tradition these islands have as a stopover destination for vessels in the Atlantic, when crossing Europe towards the Caribbean, represent strengths that have not yet been taken advantage of in the archipelago’s attempt to move away from its image as a traditional sun and beach destination. The Governmental Authorities in the Canary Islands have clear strategies in place to promote the yachting tourism growth. However, renewing the sector is believed to be a difficult process because of the large number of factors that interact within the same. This is a phenomenon of sufficient social and environmental significance to justify academic attention. This research analyses therefore the determinants of the European yachtsmen´s satisfaction with the ports of call of the Canary Islands. Data results of questioning 185 European yachtsmen crossing the Atlantic during 2014 and 2015 reveal that, among other aspects, proper environmental management of marinas leads to an increasing yachtsmen´s satisfaction. The findings provide the opportunity for developing recommendations for tourism managers and practitioners, in the attempt to contribute to a more sustainable and reasoned development and growth in the sector. Based on the current preferences of the European market of yachtsmen, it is possible to assure that environmental and social responsibility policies are a key differentiation factor for the competitiveness of the sector.
